Embedded Carbon Record for CBAM Compliance: The Global Directory of CBAM Verification Services and Document Vault

Every non-EU manufacturer exporting steel, aluminium, cement, fertilisers or hydrogen to the EU must calculate, verify and document their embedded carbon. This is where you store that record permanently — and find the accredited verifier who produces it.

What is an embedded carbon record?

An embedded carbon record is a permanent, verifiable document showing the cradle-to-gate greenhouse gas emissions of CBAM-covered goods (steel, aluminium, cement, fertilisers, hydrogen). It must be verified by an ISO 14065 accredited body and supplied by non-EU manufacturers to their EU buyers under Article 7 of Regulation (EU) 2023/956.

"Embedded carbon" is the precise term used in EU CBAM Regulation 2023/956, Article 3(4) — defined as the combination of direct and indirect embedded emissions from the production of CBAM goods. This is distinct from "embodied carbon" in construction lifecycle assessments. See the disambiguation guide →

What Is Embedded Carbon?

Embedded carbon refers to the total greenhouse gas emissions generated during the production of a good, from raw material extraction through to factory gate — expressed in tonnes of CO₂ equivalent per tonne of product. Under CBAM Regulation 2023/956, non-EU manufacturers must provide this figure to their EU buyers or EU default emission values apply — typically 2–3× higher than actual emissions for modern facilities.

The financial consequence is direct: an EAF steel producer exporting 10,000 tonnes to the EU pays EUR 1,028,600 more per year using the EU default value of 2.18 tCO₂/t than a verified actual of 0.60 tCO₂/t at the current ETS price. Verification and permanent storage of the actual figure is the only mechanism to capture that saving.

Why Store Your Embedded Carbon Record for CBAM Compliance?

Your EU Buyer Requires It

EU importers cannot reduce their CBAM certificate cost without your actual emission data. A permanent verification URL makes you a preferred supplier over competitors using default values.

CBAM Audit Trail

CBAM authorities can audit 3 years back. Your verification statement must be producible on demand. A SHA-256 hashed record with an ISO 8601 timestamp is the forensic standard EU customs recognises.

Avoid the Default Emissions Penalty

EU default values are set at the 90th percentile of EU production — assuming your facility is dirtier than 90% of European plants. For most non-EU manufacturers, actual emissions are significantly lower. Calculate your saving →

Frequently Asked Questions

What is an embedded carbon record for CBAM compliance?

An embedded carbon record for CBAM compliance is a verified, permanently stored document proving the greenhouse gas emissions generated during production of a good — from raw material extraction to factory gate — expressed in tCO₂e per tonne of product. Required under CBAM Regulation 2023/956 for non-EU manufacturers exporting to the EU.

Does CBAM require embedded carbon documentation?

Yes. Non-EU manufacturers must provide embedded carbon data to their EU buyers or EU default emission values apply. Default values are set at the 90th percentile of EU production — typically 2–3× higher than actual emissions for modern facilities.

What is the first CBAM certificate surrender date?

September 30, 2027 for 2026 imports. Financial enforcement under CBAM Regulation 2023/956 is active from January 2026.

How do I find an accredited CBAM verifier?

Is embedded carbon the same as embodied carbon?

No — operationally distinct. Embedded carbon is the EU CBAM regulatory term for emissions in traded goods (steel, aluminium, cement, fertilisers, hydrogen) crossing the EU border under Regulation 2023/956. Embodied carbon is the construction-industry term for emissions in building materials, used in EN 15978, RICS, BREEAM, and LEED. Same concept, different regulatory homes. Full disambiguation →

Who is the CBAM authorised declarant — the buyer or the seller?

The EU buyer applies. CBAM authorised declarant status is restricted to entities established in an EU member state under Article 5 of Regulation 2023/956. The non-EU seller's role is to supply the verified embedded carbon data the buyer needs for their declaration. See the full guide →
